Operating a private cemetery entails that all rules/regulations/legislation must be complied with. Thus is inter alia,
1) The Health Act â 63/1977,
2) The Emfuleni Local Municipality Cemetery and Crematoria by laws, LA 258/9/2/2005,
3) Operational rules/regulations like section 21 and chapter 3 of the Births and Death Registration act, 1992 (Act 51 of 1992)
What is the proposed business plan?
The Vaal Triangle currently has a big demand for new / upgraded cemeteries. With the shortage of land and funds available from the city councilthey are already facing a big crisis. This 20 Hectares private cemetery currently have space for 40 000 sites divided into 30 000 sites for general graves, 10 000 sites for graves in elite section and ample space for Wall of Remembrance, Rose Garden etc. (cremations) â (The ratio works at 2 000 plots/ hectare. The Municipality Road Department have calculated that this cemetery will be full in 6 years times at the going rate of burials in the Vaal Triangle. According to their calculation we will bury 80 000 people over a period of 6 years.The cemetery adjacent will be reaching full capacity by June 2016 which is an indication of how long it will take to fill the new Private Cemetery, as it is the same size.
The funeral undertakers in the Emfuleni area does an average of over 1000 funerals per month which excludes undertakers that bury in Johannesburg. Added to this the great barrier to entry is the high degree of difficulty to obtain the necessary EIA permissions for a cemetery.
